As a Principal of Moore Development Group, Paul Moore has over 20 years of experience in community and real-estate finance and development; property management; and construction expertise. His unique experience includes the fact that Mr. Moore has participated in the development and construction of several hundred residential and commercial units and in over $200,000,000 of project financing.
Mr. Moore is the principal of Moore Development Group and MDG builders, a company which provides project/construction management, planning, financial packaging, and application preparation services for non-profit and for-profit clients. Projects have included bond financing, limited equity/mixed income co-operatives, senior housing, housing for people with AIDS, middle-income apartments, non-profit/for-profit joint ventures, HOME local program administrator programs, state and federal low-income housing tax credit rental developments. His commercial construction work includes being a sub-contractor for Turner Construction on the new Yankee Stadium, as well as the redevelopment of 200 Park Avenue, for Tishman Speyer and Bovis Construction, both of which were multi-million dollar construction projects.
Mr. Moore began his career with MetLife as a property manager of Stuyvesant Town/Peter Cooper Village, one of the largest housing complexes in the nation. While there, he managed the day-to-day operations of 12,000 apartment and commercial units. He also acted as liaison between MetLife and outside counsel on legal affairs, involving residential and commercial tenant issues.
Later, he went on to work for the New York City Housing Partnership where Mr. Moore oversaw the syndication of over 20 low-income housing development projects for the NEP program. Mr. Moore managed $120 million portfolio of 12 projects consisting of 85 buildings and 1200 affordable multi-family rental and commercial units under the City of New York’s Neighborhood Entrepreneur Program. He provided technical assistance to developers with the operation of the projects through all phases of the development process including the selection of the development team; underwrote and prepared development budgets, operating proformas and cash flow analysis needed for construction and permanent loan closings. He prepared applications for the syndication of tax credit and bond sales for the permanent financing of projects.
He then became an AVP at Citibank where he worked in the Commercial Real Estate Lending - Community Development Unit, one of the bank’s Specialized Business Banking Groups. His responsibilities involved the origination and credit approval of commercial real estate credits from small and middle market builders and developers in the metropolitan New York market. Duties included managing an existing portfolio of $30 million consisting of construction, term loans and lines of credit. He successfully generated new loan business in excess of $35 million.
Mr. Moore is a graduate of The John Jay College of Criminal Justice with a Bachelor degree in Legal Studies and has completed Citibank’s Credit Training Program and has completed the NYU Certificate Program in Real Estate Finance.
